Has anyone tried making a ballast shifter to control pitch?

What do you mean exactly?
Moving a mass usually the battery pack or lead weight fore and aft to affect pitch.
OK. I made this several times, but only to adjust the angle of the boat, not to use it to control pitch. You can use a strong servo as they are used for Crawlers or you can use a thread, a geared motor and end switches. Use a poti for the control loop
